The Magpies have given Villa manager Martin O'Neill permission to speak to Milner who spent last season on loan at the West Midlands club.
"The club can confirm that James Milner is travelling down to the West Midlands to discuss a permanent move to Villa," A Villa statement read. "Milner was given permission to speak to manager Martin O'Neill by his club Newcastle."
